<title><![CDATA[Strong Outlook for ePrescribing]]> </title>

<description><![CDATA[ Surescripts, which operates the largest electronic prescribing network in the country, will soon be releasing its annual report about e-prescribing&#39;s progress during 2011. The report delves into the impact <a href="http://www.chartlogic.com/stimulus_cl/meaningful_use.php" title="meaningful use">meaningful use</a> has had on eRx adoption, as well as the patient safety improvements that have resulted from e-prescribing.<p>E-prescribing is one of the requirements for meaningful use, as most physicians well know. Physicians can either use a stand-alone e-prescribe module or a complete <a href="http://www.chartlogic.com/electronic-health-records.php" title="electronic health record">electronic health records</a> (<a href="http://www.chartlogic.com/electronic-health-records.php" title="EHR">EHR</a>) product that includes e-prescribing capabilities. By the end of 2011, 58 percent of office-based physicians had adopted an e-prescribing system. This is an almost 50 percent jump from just three years prior.</p><p>Research also indicates that the more acquainted a provider is with their eRx program the more likely they are to use it. For example, providers who started e-prescribing back in 2008 sent electronic prescriptions four times more frequently in 2011 than they did in 2008. Additionally, over a third of those providers had already qualified for meaningful use incentives.</p><p>Primary care doctors have achieved the highest level of e-prescribing so far (81 percent), with 11 specialties achieving adoption rates of 60 percent or more. Contrary to prior studies, the Surescripts report reveals that e-prescribing adoption is highest among small practices. In fact, the greatest eRx growth took place among solo practitioners during 2011, increasing 15 percent.</p><p>The number of prescriptions submitted electronically grew to 570 million during 2011. Numerous studies have shown that patient adherence to picking up prescriptions increased 10 percent, and if this trend continues, the United States could cut billions of dollars in healthcare costs and improve patient health.</p><p>As of February 2012, about 401,000 physicians had adopted eRx software, and over 92 percent of retail pharmacies were actively prescribing. eRx adoption will continue to rise as more doctors join the network, barriers to e-prescribing are diminished, and as e-prescribing becomes standard among medical offices and pharmacies.</p><p align="center">###</p><p><strong>About ChartLogic, Inc.</strong></p><a href="http://www.chartlogic.com/electronic-health-records.php" title="Electronic Health Records">Electronic health records</a> . . . better patient care since 1994. During a Health 2.0 conference this week, however, Dr. Farzad Mostashari, national coordinator for health IT, outlined ways government can have a positive impact on health information technology simply by fostering innovation.</p> <p style="text-align: left">The five key takeaways from Mostashari&#39;s comments include the following:</p>  <ol style="text-align: left"> 	<li>Investing in research and development</li> 	<li>Creating space for new ideas</li> 	<li>Making data available to developers</li> 	<li>Regulating standards</li> 	<li>Promoting competition</li> </ol> <p style="text-align: left">With over 700 certified <a href="http://www.chartlogic.com/electronic-health-records.php" title="EHR">EHR</a> vendors on the market, establishing widespread standards can improve health information exchange. For example, government could require each vendor to use the same medical vocabulary, which would make it easier to share information across medical centers. However, competition must still be allowed to thrive so that EHRs can tackle specific challenges doctors encounter every day, both with <a href="http://www.chartlogic.com/electronic-health-records.php" title="electronic health record">electronic health records</a> and with managing patient care.</p> <p style="text-align: left">"Smart regulation can unleash innovation, if we think about the little guy, if we don&#39;t make the regulation so that it gives an advantage to the biggest players, to the ones with the ability to navigate the greatest complexity," Mostashari said.</p> <p style="text-align: left">Encouraging creative spaces for developers and providing the data to work with can also foster health IT innovation, Mostashari said.</p> <p style="text-align: left">Stage 2 <a href="http://www.chartlogic.com/stimulus_cl/meaningful_use.php" title="meaningful use">meaningful use </a>may require extra government participation, not only in incentive payments, but in establishing interoperability standards. <title><![CDATA[EHR Sales Hit Nearly $18 Billion in 2011]]> </title>

<description><![CDATA[ <p style="text-align: left">EHR sales from 2011 increased 14.2 percent from the year before, Kalorama Information reports. <a href="http://www.chartlogic.com/electronic-medical-record-software.php" title="electronic medical record">Electronic medical records</a> sales reached $17.9 billion during 2011. The increase in <a href="http://www.chartlogic.com/electronic-health-records.php" title="EHR">EHR</a> sales is attributed primarily to three things: (1) government incentives/penalties, (2) increasing hospital and physician acceptance of EHRs, and (3) improved EHR technology.</p> <p style="text-align: left">Government incentives, particularly the <a href="http://www.chartlogic.com/stimulus_cl/meaningful_use.php" title="meaningful use">meaningful use</a> program, are urging physicians and hospitals to ditch their paper systems and adopt <a href="http://www.chartlogic.com/electronic-health-records.php" title="electronic health records">electronic health records</a>. Eligible professionals and hospitals will qualify for incentives for the next few years, but beginning in 2015 doctors will be penalized for not using an EHR.</p> <p style="text-align: left">"After 2015, it is no longer voluntary to get <a href="http://www.chartlogic.com/electronic-medical-record-software.php" title="EMR">EMR</a> and to demonstrate &lsquo;meaningful use&#39; if you are a physician or hospital," said Bruce Carlson, publisher of Kalorama Information. "Medicare will actually reduce payments in reimbursement to physicians for paper submission. . . . This won&#39;t happen until 2015 but since that is two years from now, we see it impacting software sales a little this year and very much next year."</p> <p style="text-align: left">As a result, Kalorama expects EHR sales to increase 20 percent from 2012 to 2013.</p> <p style="text-align: left">Physician acceptance of EHRs is also contributing to EHR growth. By now most doctors at least have a plan for EHR implementation, and medical students expect to use an EHR when they begin practicing full time. Vendor competition has helped make EHR technology better, and some vendors, like ChartLogic, have years of experience to draw from in order to create products doctors want to use.</p> <p style="text-align: left">"(EMR) technology continues to improve each year," said Harry Purcell, operations manager at Medical Management Professionals, Inc. "These improvements facilitate system integration, care coordination and patient access to electronic health records." The recently launched <a href="http://dashboard.healthit.gov/" target="_blank">Health IT Dashboard</a> displays a wealth of information about RECs, HITECH funding, health IT education programs, and more.<p>In June, ONC will upload detailed information about the states&#39; progress on EHR adoption, meaningful use attestation, and health information exchange. Information will be presented via charts, maps, and data sets. </p><p>Currently, the Health IT Dashboard primarily tracks where ONC has distributed its funding and which states are benefitting the most. Regional Extension Centers (RECs) have received the largest sum, $774 million, so far. Over 140,000 providers have enrolled in an REC, and 11 percent have attested for meaningful use. The dashboard breaks down the stats by primary care field and state.</p><p>Over 250 ChartLogic customers have attested for meaningful use. This represents a larger percentage of successful specialty attestations than other EHR vendors. The guide includes the following five chapters:<ol><li>What Is Privacy & Security and Why Does It Matter?</li><li>Privacy and & Security and Meaningful Use</li><li>Privacy & Security 10 Step Plan for Meaningful Use</li><li>Integrating Privacy and Security into Your Practice </li><li>Privacy and Security Resources</li></ol><p>The guide is intended to help providers ensure a safe transition to <a href="http://www.chartlogic.com/electronic-health-records.php" title="electronic health records">electronic health records</a> (<a href="http://www.chartlogic.com/electronic-health-records.php" title="EHR">EHRs</a>). EHRs can be a great deal safer than paper records, but different security practices must be enforced. In particular, the guide focuses on what must be done when patients request an electronic copy of their health records and also includes a checklist for risk management. All EHR users are urged to employ strong passwords, to encrypt their data, and to back that data up to a reliable backup system.</p><p>The guide notes the different security measures that must be taken for client-server models and cloud-based models. An office-based system give users more control over security, but may require manual updates, and a plan for disaster recovery must be in place. <title><![CDATA[Less than Two Months to Report ePrescribing Activity to Avoid 2013 Penalty]]> </title>

<description><![CDATA[ The American Medical Association (AMA) issued a reminder last week to all e-prescribing physicians that June 30 is the last day to report on at least 10 electronic scripts in order to avoid the 2013 Medicare penalty. "We want to make them aware of the upcoming e-prescribing deadline so they can take steps now to prevent being hit with the 2013 penalty," AMA said.<p>Physicians who do not meet eligibility requirements for the eRx program do not need to take any actions to avoid the penalty. However, qualifying eligible professionals (EPs) who feel they will not be able to meet the requirements should file for a hardship exemption well before the deadline. <title><![CDATA[EHR Association Submits Comments on Proposed MU Stage 2 Rules]]> </title>

<description><![CDATA[ <p style="text-align: left">The commenting period for the Notice of Proposed Rule-Making (NPRM) for <a href="http://www.chartlogic.com/stimulus_cl/meaningful_use.php" title="meaningful use">meaningful use</a> stage 2 closed this week, so CMS and ONC have seen a flood of comments over the past few weeks from a variety of participants. Among the commentators was the Electronic Health Records Association, which concurred with many of the comments made by physician organizations like CHIME, AHA, and AMA, namely, to enforce fewer clinical quality measures and to give providers more time to prepare for stage 2 by requiring a shorter attestation period for year one.</p> <p style="text-align: left">Overall, the <a href="http://www.chartlogic.com/electronic-health-records.php" title="EHR">EHR</a> Association supported the rules proposed by CMS and ONC, but suggested several modifications that would improve the meaningful use experience for providers. The first major modification has to do with the stage 2 timetable. Currently, year one of stage two requires a full year of attestation, but the EHR Association (along with several other organizations) have requested that doctors only be required to attest for 90 days for the first year of stage 2, similar to the timetable for stage 1.</p> <p style="text-align: left">Since the final rule for <a href="http://www.chartlogic.com/stimulus_cl/meaningful_use.php" title="MU">MU</a> stage 2 won&#39;t be released until late 2012, providers will need all the extra time they can get to prepare for the next stage of meaningful use. "As was generally agreed across the industry and by the Health IT Policy Committee, a full 18 months is needed between release of the final rules and when providers need to upgrade," the letter to ONC stated.</p> <p style="text-align: left">The EHR Association also addressed the number of clinical quality measures required under the proposed rule. "We are concerned that EHR developers and their clients will be challenged by the large number of proposed clinical quality measures and the dearth of available detail on their final specifications," the letter to CMS stated. <title><![CDATA[Study: EHR Alerts Help Recruit Clinical Trial Participants]]> </title>

<description><![CDATA[ A recent study published in the <em>Journal of the American Medical Informatics Association</em> finds that clinical trial alerts (CTAs) generated by <a href="http://www.chartlogic.com/electronic-health-records.php" title="electronic health record">electronic health records</a> (<a href="http://www.chartlogic.com/electronic-health-records.php" title="EHR">EHRs</a>) can help recruit patients in clinical trials. Medical alerts in some EHRs tend to lead to alert fatigue, but this study sheds light on the positive side of EHR-generated alerts.<p>The study was conducted by researchers from Ohio State University and the University of Cincinnati, who analyzed CTAs generated by physicians during a 36-week period. The initial response rate by physicians to the CTAs was about 50 percent, which declined over time. However, even at the end of the trial, the response rate was still 30-40 percent, higher than expected.</p><p>"The use of EHR-based CTAs has been demonstrated to increase participant recruitment rates to clinical trials, and is a promising approach for overcoming the major problem of inadequate and slow participant recruitment," the researchers said.</p><p>Researchers concluded that medical alerts could be tailored to particular medical settings to maximize their effectiveness. <title><![CDATA[Meaningful Use Stage 2 Debate Heats Up as Commenting Period Comes to a Close]]> </title>

<description><![CDATA[ Commenting for the proposed rules for stage 2 <a href="http://www.chartlogic.com/stimulus_cl/meaningful_use.php" title="meaningful use">meaningful use</a> ends May 7, which means a lot of organizations have been submitting their comments this week. The American Hospital Association (AHA) and the College of Healthcare Information Management Executives (CHIME) expressed doubts about both the timing and the content of the proposed rules, while the Health IT Policy Committee (HITPC) focused on order entering.<p>According to CHIME and AHA, stage 2 rules are "overly ambitious," especially considering the number of hospitals that still have not implemented <a href="http://www.chartlogic.com/electronic-health-records.php" title="electronic health records">electronic health records</a>. CHIME recommended that during the first year of stage 2 (which begins in 2014 for early meaningful users) eligible professionals (EPs) only be required to attest for a 90-day period rather than for the entire year. Then, full-year attestation could begin the next year, after the first payment year has passed.</p><p>The patient engagement requirements have been a hot topic for debate as well. AHA claims that providing patients with the ability access, download, and transmit their health records is "well beyond" current technical capabilities. A patient portal will be essential for stage 2 compliance. Many providers have used ChartLogic&#39;s Patient Portal to help with stage 1 requirements, and additional technical capabilities will be in place by the time stage 2 arrives.</p><p>In an HITPC meeting this week, attendees discussed whether stage 2 should allow someone other than a doctor (such as a scribe or nurse) to enter information into a patient&#39;s <a href="http://www.chartlogic.com/electronic-health-records.php" title="EHR">EHR</a>. If a doctor doesn&#39;t enter the order, he or she won&#39;t be able to see the decision support built into the EHR, which is designed to help prevent medical errors. <title><![CDATA[EHR Incentive Payments Pass $5 Billion]]> </title>

<description><![CDATA[ <p style="text-align: left">The Centers for Medicare and Medicaid Services (CMS) continues to pay out incentives to eligible providers and hospitals that have successfully attested to <a href="http://www.chartlogic.com/stimulus_cl/meaningful_use.php" title="meaningful use">meaningful use</a>. Final numbers will be released later this month, but preliminary estimates show that payouts for <a href="http://www.chartlogic.com/electronic-health-records.php" title="EHR">EHR</a> incentives have surpassed $5 billion.</p> <p style="text-align: left">During April, CMS paid $287 million through Medicare and $299 million through Medicaid, once again showing strong numbers for EHR incentive payments. With over $5 billion being paid, 93,650 hospitals and physicians have benefitted from the EHR incentive program so far.</p> <p style="text-align: left">Farzad Mostashari, national coordinator for health IT, had this to say about the continued success of the EHR incentive program: "It&#39;s hard in a nation as large and complex as ours not to look at these strong numbers and not feel encouraged that the combination of policies, programs and, importantly, the effects of the really hard work at the state level and by hospitals and by eligible professionals have translated into a tremendous effort, will and execution on the part of the country."</p> <p style="text-align: left">Regional extension centers (RECs) now enroll more than 40 percent (132,000) of the nation&#39;s primary care providers. One out of nine Medicare physicians are meaningful users of <a href="http://www.chartlogic.com/electronic-health-records.php" title="electronic health record">electronic health records</a>. Over half (57 percent) of those physicians are specialists. The meaningful use program is often credited to be targeted toward primary care doctors, but specialty clinics are raking in stimulus cash more quickly than any other medical group at the moment. "The good news is that there is a dramatically increasing trend among all groups of rates of adoption," Mostashari said, and that includes small clinics (1-2 providers) and rural hospitals.</p> <p style="text-align: left">Payments are still going out to providers who were meaningful users during the 2011 calendar year. <title><![CDATA[EHRs Could Aid Genetic Testing Research]]> </title>

<description><![CDATA[ <p style="text-align: left">A new study published by the<em> Journal of the American Medical Informatics Association</em> concludes that <a href="http://www.chartlogic.com/electronic-health-records.php" title="electronic health record">electronic health records</a> "hold promise in augmenting current studies of genetic testing," <a href="http://www.fierceemr.com/story/ehrs-hold-promise-genetic-testing-research/2012-05-01" target="_blank">Fierce EMR</a> reports. This is not the first time researchers have made this conclusion. Data in <a href="http://www.chartlogic.com/electronic-health-records.php" title="EHR">EHRs</a> can be used to track and identify patients who should be tested for certain health disparities and to populate public registries, such as the genetic testing registry.</p> <p style="text-align: left">"<a href="http://www.chartlogic.com/electronic-medical-record-software.php" title="EMR">EMRs</a> currently serve primarily as a storage warehouse for textual reports that could potentially be transformed into meaningful structured data for next-generation clinical decision support," the researchers said. "Further studies are needed to address the design, development, and implementation of EMRs capable of managing the critical genetic health information challenges of the future."</p> <p style="text-align: left">Researchers analyzed EHR data from nearly 11,000 patients who were treated by physicians affiliated with academic medical centers. A "diverse" group of physicians ordered genetic testing, the most commonly ordered tests being cystic fibrosis (36.7 percent), prothrombin (13.7 percent), and Tay-Sachs (6.7 percent).</p> <p style="text-align: left">In addition to aiding with research, EHRs can collect data to identify patterns. The Department of Health and Human Services recently updated its plan to fight healthcare-associated infections (HAI), and this time it emphasized the role that health IT will play.</p> <p style="text-align: left">"Monitoring and measuring HAIs is a critical component of the overall strategy to prevent and reduce HAIs," the plan states. "Advances in information technology (IT), harmonization of disparate data standards, incentive programs designed to promote the <a href="http://www.chartlogic.com/stimulus_cl/meaningful_use.php" title="meaningful use">meaningful use</a> of <a href="http://www.chartlogic.com/electronic-health-records.php" title="electronic health records">electronic health records</a> (<a href="http://www.chartlogic.com/electronic-health-records.php" title="EHR">EHRs</a>), and capabilities to connect with and integrate multiple data types and sources all provide opportunities to enhance national capacity to monitor, measure, and prevent the occurrence of HAIs."</p> <p style="text-align: left">The plan was originally released in 2009 and was recently updated to account for advancements made in EHRs and other health IT tools.
